About The Office Of The City Manager

The City Manager’s Office, also called the Administration Department, is made up of the City Manager, the Assistant City Manager, the Office of Budget and Analysis, the Office of Communications and Special Operations.

David Garcia is the City of Chula Vista’s City Manager. He oversees the day to day operations of all departments, activities and key projects.
Scott Tulloch is the Assistant City Manager who oversees six Development Services Departments including Public Works, Engineering & General Services, Planning & Building and Conservation & Environmental Services.
