Delinquent Trash Payments
The City of Chula Vista Finance Department assists in the collection of unpaid trash accounts. Pacific Waste forwards delinquent accounts to the City for processing and collection. If the City's attempts to collect are unsuccessful and the accounts remain delinquent, the City places a lien on the affected properties and ultimately the unpaid charges are placed on the property tax bills for collection.
If you have received a notice from the City requesting payment on a delinquent trash bill, you must make your payment to the City of Chula Vista, 276 Fourth Avenue, Chula Vista, CA, 91910. Please do not pay Pacific Waste directly as this delinquent portion of your account has been assigned to the City for collection.

Sewer Bill Payments
The City of Chula Vista bills Sweetwater Authority water customers for sewer service. Customers in the northern part of the city receive a bimonthly bill directly from the City of Chula Vista Finance Department and customers in the southern part of the city are billed for sewer service on their property tax bill. Customers in the Otay Water District are billed for sewer service on their monthly water bill.
If you are a Sweetwater Authority water customer, you may pay your bi-monthly Chula Vista sewer bill by mail or in person at 276 Fourth Avenue, Chula Vista, CA, 91910, Monday - Thursday, 8 am to 5 pm, closed on Friday. For more information, please call (619) 691-5117.
Parking Citations
You may pay your parking citation in person or by mail. If you wish to make a payment by mail please send to:
Be sure to include the parking citation notice with your payment. If paying in person bring the parking citation notice with you to the Police Department located at 315 Fourth Avenue. Office hours are Monday through Friday, 8 am to 5 pm, closed on Friday. For more information, please call (619) 476-5360.
If you wish to dispute a parking citation, you may go in person to the Police Deparment to complete a "Request for Dismissal" form or mail a written statement of facts to the address on the back of the citation. Please include all documentation, such as photos, copies of disabled person’s placard with ID card, or valid parking permit. Be sure to include a copy of the ticket and your return address. You will be notified of the results by mail within four weeks. If your dismissal request is denied, you will have 21 days from the date of notification to pay the citation at the original amount.
