Marcia Raskin

Under the directorship of Marcia Raskin, the Human Resources Department is made up of 25 dedicated, competent, and fun-loving staff. We provide high quality personnel and risk management services to the more than 1200 employees of the City of Chula Vista, and to the diverse citizens of our growing community. In addition to an Assistant Director, Kelley Bacon, and essential support staff, the department is comprised of the Risk Management and Operations Divisions.

Marcia Raskin has over 15 years experience in public sector Human Resources management. Ms. Raskin received her Bachelor of Arts with a major in Sociology and Master of Public Administration from San Diego State University. Ms. Raskin joined the City of Chula Vista team in January 1999 and was appointed Director of Human Resources in February 2003.
