Department Head

Under the direction of Kelley Bacon, the Human Resources Department is made up of 16 dedicated, professional and technical staff.  We proudly provide high quality personnel and risk management services to approximately 1000 employees of the City of Chula Vista, and to the diverse citizens of our community.  The department is comprised of the Risk Management and Employment Services/Operations Divisions and Benefits. 

Kelley Bacon has over 20 years working in the Public Sector in both Finance and Human Resources.  Ms. Bacon received her Associates of Arts in Business from Mesa State College, Bachelor of Science in Organizational Management from Colorado Christian University and double Master of Science in Training and Human Resource Management from the University of Leicester.  Ms. Bacon became nationally certified as a Professional in Human Resources (PHR) in 1995 through the Society for Human Resources Management.  Ms. Bacon joined the City of Chula Vista team in October of 2002 and was appointed Director of Human Resources in March of 2009.
