Strategic Planning & Performance Management

The goal of this section is to cost effectively maintain the City's aging infrastructure and provide maintenance services to accommodate continued growth without diminishing services for existing development.


The city’s aging infrastructure (roads, gutters, sidewalks, curbs, park facilities, sewers, storm drains, and buildings) continues to deteriorate, thereby requiring more costly replacement, repair, and maintenance; and requiring a disproportionate share of department resources.  Furthermore, the growth of the city has created new infrastructure that requires immediate and ongoing maintenance in order to minimize future maintenance, repair, and replacement costs.  Provided is a breakdown of city’s infrastructure, which has increased significantly since 2000:
  • Streets (centerline)  -  87 miles or 24% increase.
  • Streets (lane)  -  235 miles or 26% increase.
  • Sewers -   196 miles or 69% increase.
  • Storm Drains  -  88 miles or 53% increase.
  • Parks  -  172 acres or 54% increase.

The Public Works Department is working to identify the problem areas throughout the city, such as streets that have missing improvements and areas that have flooding and drainage concerns.  Once these areas have been identified citywide, staff will be able to better assess which areas require additional services (including CIP funding for improvements), in priority order, based on the overall maintenance needs of the city.  In addition, implementation of the Pavement Management System’s recommended maintenance strategies will result in a decreased need for pothole repair and patching in the future.

Public Works crews use a work management system known as GBA, which is an automated system used for collecting and tracking data about the work that an agency performs. 

Service RequestsThe GBA system:

  • Eliminates paper tracking
  • Links service requests and backlogs with jobs
  • Allows management to better plan and schedule work and evaluate crew performance and workload. 

The system’s emphasis is on meeting public needs, by changing the focus from measuring performance after the fact to scheduling and planning work based on service requests and work orders.
