Buff-A-Block Program | Download Application

  • The Graffiti Buff-A-Block Program functions in the same fashion as the Adopt a Park Program.
  • It is designed to be a fun and educational activity, promoting civic responsibility, community pride, spirit, camaraderie, and to provide an opportunity to accomplish something positive.
  • It is a group effort on behalf of community residents to commit to “adopting” a particular location and ensuring it remains clean and free of graffiti.
  • Adoption can be a group or an individual effort.
  • Locations can be on public or private property and can range from a single structure, or an area of one or multiple blocks. If private property, the Sr. Public Works Specialist has to be notified and is responsible for getting approval and consent from the resident.
  • It is designed to operate with a minimum of red tape and with minimum supervision from the Public Works Department.
  • The program is designed for residents to commit and remove graffiti as soon as possible (within 48 hours).

Program Details

  • All participants agree to buff (eradicate) graffiti in their designated block(s) or structure for a contracted period of time. Participants clean up all of the graffiti except for pressure washing and color matching. The Sr. Public Works Specialist shall be notified of areas that need these services.
  • The Public Works Department will provide free paint. For areas that need to be color matched, the Sr. Public Works Specialist shall be notified.

Buffable Blocks

  • The Buff-A-Block Program applies to any block(s) and/or structure in your neighborhood. Participants shall notify the Sr. Public Works Specialist prior to conducting a cleanup.  All private property will need a consent form signed. The Sr. Public Works Specialist will be responsible for obtaining a consent form from resident.

Safety

  • Buff-A-Block Program participants’ safety is always the utmost concern of the Public Works Department.  The Buff-A-Block Program is designed so that common sense safety will prevail.
  • Participants bear individual responsibility for personal safety and appropriate behavior when working.
  • Group and individual liability waivers are required.  These waivers are agreeing to not hold the City of Chula Vista liable for injuries or property damage arising from any negligent action or nonconformance with these safety requirements, minors will need the consent form signed by their parent or legal guardian in order to participate. 
  • Participants will work without direct supervision from the Public Works Department staff.  Groups should consist mostly of adults, but if minors participate, at least one adult is required per every four minors.
  • Group leaders are responsible for conducting safety briefings for all participants prior to each cleanup event. Group leaders will be trained by City of Chula Vista Public Works Department staff.
  • Safety topics should include:
    • Wear proper safety gear and appropriate clothing
    • Stay away from traffic
    • Be alert at all times
    • Do not work when weather is poor
    • Do not touch potentially toxic substances
    • Do not confront taggers

Coordination

  • If you have any questions regarding the program, contact the Sr. Public Works Specialist at (619) 397-6037, Monday through Friday between 7:00 AM and 3:30 PM.  The Sr. Public Works Specialist will explain the details and answer any questions.

  • Buff-A-Block Program requires an application, which will be processed by the Sr. Public Works Specialist.  If you group would like to participate in the Buff-A-Block Program, simply fill out and sign the attached application and mail it in.  No application fee is required, but the applicant is required to accept several conditions, including a liability/waiver agreement.
  • Please allow two to three weeks for all necessary coordination.
