CODE OF CONDUCT
The benefits of Recreation programs are numerous - enhancing health and building strong families and healthy communities. To ensure the quality of programs and public safety, we require all participants, staff, parents, spectators, coaches, and volunteers, to abide by this Code of Conduct:
• All persons shall act with respect towards other persons, respect their privacy and personal safety.
• Physical or verbal abuse of any kind will not be tolerated.
• All persons shall treat public and private property and equipment with respect.
• Facility rules and regulations shall be observed at all times.
Any City representative responsible for officiating, supervising or otherwise operating a recreation program shall have authority to enforce the terms of this Code, as authorized by the Director of Recreation. Failure of any person to abide by this Code of Conduct will result in disciplinary action, including but not limited to:
1) removal from the program area and/or facility,
2) restriction on program participation,
3) suspension or expulsion from the current program, and/or future programs, and/or from the facility, and
4) liability for any damages to property incurred.
Minors, under the age of 18, are required to have a parent or legal guardian sign the registration form. No refund of fees shall be given for any suspension or expulsion from a program for violating the Code of Conduct. The Director of Recreation shall review any expulsion or suspension longer than three days.
Community Involvement
The Department relies on the community to provide assessment information
and evaluative input on new and existing programs and services.
Additionally, many program offerings rely on volunteers from both
teen and adult age groups.
New Facilities - more
The Chula Vista Recreation Department will be opening three new
Recreation Center’s in the Fall of 2005. The three new will
be Veteran’s Park Community Center, Salt Creek Park Community
Center, and Montevalle Park Community Center. Please link to one

Capital Improvements
Loma Verde Pool was renovated and reconfigured to provide a modern
50-meter facility, which can meet both elementary and community
swim needs as well as high-level competition.
Volunteers - more
The Department's 900 volunteers contributed 30,230 hours of service,
an annual net value of $501,515 to the City.
Attendance Increased By 12%
Overall users rose from 777,605 in FY 01-02 to 875,000 in FY 02-03.
Community And In Kind Service
Department facilities were made available to the Chula Vista community
a total of 29,030 hours for adult schools, community meetings, and
other community purposes FY 02-03. This is an increase of 2,280
hours over FY 01-02. A dollar equivalent for these hours can be
estimated at an average rental rate of $35.00 per hour or approximately
$1,000,000 annually in benefit to the community if they were to
seek similar facilities in the open market.
Middle School After School Program - more
The Middle School cooperation with South Bay Community Services,
Sweetwater High School District and the YMCA has grown from 5,000
attendees five years ago to a projected 96,000 this year.
Therapeutics - more
The Therapeutics section had a 123% increase in program users and
continues to increase inclusion program support in all programs.
Athletics - more
All sections have shown substantial attendance and user increases.
Parkway Gymnasium programming increased 77% and Ball fields are
up 32%. The Youth Sports Council continues to be a model for managing
the competing demands for field usage by youth sports organizations.
