Drowning is a huge problem globally; each year 1.2 million people drown. Drowning is the second leading cause of accidentall death among children under age 14.
Latest California figures report there were 447 fatal drowning incidents, and 56 were children ages one to four.

Water Watcher Program
One adult commits to watching the water exclusively. They may not be a lifeguard but this adult should know what to do in a water emergency, have a phone nearby, and should be focused on the children and the water. The water watcher does not drink alcohol, text, call, or leave while on duty until relieved.
