Development Services
The Development Services Division provides engineering review and project management services to the development community and the public so they can enjoy quality developments that are constructed expeditiously and responsibly. This Division works toward this goal in partnership with the City’s other Development Services Departments. Services provided include formation of financial districts, project plan review, permit processing, and public assistance.
In order to effectively provide these services, this division has been organized into three sections: Subdivisions, Redevelopment, and Real Property Services.
Both the Subdivision Development Section and the Redevelopment Section are responsible for providing professional Civil Engineering services to the development community and the general public. In this role, these sections provide plan review, project management, and technical oversight of public infrastructure projects such as grading, public improvements, and subdivision mapping. In addition, these sections are tasked with the creation of financing mechanisms for large public infrastructure projects via Community Facility (Mello-Roos) Districts and other special tax districts.
Subdivisions
The distinction between these two sections lies in their primary areas of responsibility. The Subdivision Development Section is the point of contact for all engineering matters related to large planned development communities (subdivisions). This section works in close partnership with the Community Planning Section of the Building and Housing Department.
Redevelopment Services
In contrast, the Redevelopment Services Section is the point of contact for all smaller engineering projects, along with any and all engineering projects within the City’s Redevelopment Areas. This section collaborates and partners with the Community Development Department in the revitalization of the City’s five Redevelopment Areas. For all non-redevelopment projects, this section works with the Community Planning Section of the Building and Housing Department.
Real Property Services
The Real Property Services Section provides comprehensive real property services to the City, development community, and general public. To that end, the section has been divided into two programs: Real Property Management, and Map Checking & Monument Inspection. The Real Property Management program provides professional right-of-way and real property services including right-of-way acquisition and relocation; property management and disposition; and property document research, interpretation, and creation.
The Map Checking & Monument Inspection program includes all subdivision and parcel map checking services; lot line adjustments and consolidations; certificates of correction; exhibit plats and legal descriptions; and monument inspections and maintenance services. In addition, this section is responsible for maintenance and compilation of the City’s horizontal and vertical control records.
