Safe Routes to School Grant schoolcrossing

It was announced at the City Council Budget Workshop on June 7, 2007, that the collaborative grant proposal submitted by the Engineering Department, with the Chula Vista Elementary School District (CVESD) had been selected for a $1,120,140 award.

The grant proposal consisted of a $621,115 infrastructure component developed by the City and a $499,025 non-infrastructure component developed by CVESD in partnership with the Southbay Partnership and the Chula Vista Community Collaborative.  Both applications highlighted that the proposals were companion items.

The goal is to enable and encourage children in grades Kindergarten through Six, including children with disabilities, to safely walk and bike to and from school at Otay and Rice Elementary Schools.  These schools were selected as the first demonstration sites because Walk San Diego had completed their community walking audits at these locations.  That data in combination with the Engineering Department’s nuts and bolts data presented a powerful picture of the needs in these areas.  CVESD proposed a two-year project that expands to 15 additional schools in year two. By the end of the two-year grant period walking and biking to and from school will have increased by a minimum of 15%, traffic congestion will have decreased and childhood obesity will have been reduced at the 17 schools. 

In order to achieve these goals, CVESD will establish Taskforces at each school to implement organized events such as Walking School Buses, AmericaWalk events, and International Walk to School Days.  A bilingual advertising campaign, parent and community outreach, incentive programs, Parent Safety Patrols, and ongoing real-time evaluation and program adjustment will all contribute to program success.  Community Health Outreach Workers (Promotoras) will take the message into the homes, parks, churches, laundromats and other communal areas where neighborhood residents congregate.  Additionally, teachers will integrate walking and biking themes into everyday curriculum.  For example, children will learn how to calculate the number of steps/miles they have walked in a mathematics lesson; they will learn about the broad range of transportation choices in social studies; and they will learn about the importance of lifelong fitness and pedestrian safety skills in health and physical educations classes.

bicyclesafety The City of Chula Vista will focus on making infrastructure improvements around Otay and Rice Elementary Schools in the first 18 months of the grant period.  These projects are based on the data gathered through Walk San Diego’s community walking audit effort.  Infrastructure projects will include an offset median, curb extensions, setback limit lines, enhanced striping, prominent crosswalk zebra striping, ADA-compliant pedestrian ramps and non-slip sidewalk grating.  Driver awareness and traffic calming will be enhanced and potential conflicts with pedestrians will be reduced with the crosswalk enhancements and the addition of flashing yellow beacons and “School Zone” warning signs where none exist now.

Chula Vista Police Department will provide specialized enforcement and special School Resource Officer efforts including implementation of a parent safety/crossing guard program. The City’s Engineering and Police Departments look forward to the newly expanded partnership with CVESD and its community-based project team as we work together to increase positive impacts on our city.
