Concepts
The General Plan Update will include a land use map and policies
to guide new growth and infill development, maintain existing stable
neighborhoods and business districts, and improve focused areas
of change in the city. Based upon community response from a Town
Hall meeting held June 21, 2003 and other input, three different
land use concepts were prepared for the city’s broader Northwest,
Southwest and East/Otay Ranch areas, and reviewed at their Town
Hall Community Workshops on November 15, 17 and 19, 2003.
These concepts were refined into three Land Use Alternatives that
were presented to the Planning Commission and the City Council in
January 2004. Click

These proposed alternatives are currently being tested and compared.
