City of Chula Vista Historic Preservation
Program
The
City of Chula Vista has a vast and eclectic inventory of historic
homes. The City is committed to help preserve and maintain these
important cultural resources. Properties that meet at least one
of the six local criteria may apply for inclusion on the City of
Chula Vista List of Historic Sites and may be eligible to participate
in the City Of Chula Vista Mills Act Program.
Local Criteria for Historic Site Consideration
For consideration on the Chula Vista List of Historic Sites a site
must meet at least one of the six local criteria.
CRITERIA FOR LISTING:
- Bears a relationship to overall heritage on a local, state,
or national basis
- Relates to a historic personage who played an important role
historically, on a local, state, or national basis
- A site where an important event took place.
- Distinguishing architectural characteristics that are identifiable.
- Archaeologically significant in its association with pre-history
of the area.
- Has integrity (Evidence of original features).

THE MILLS ACT PROGRAM
The City of Chula Vista has adopted the Mills Act Program
to provide incentive to owners of historic homes to preserve and
maintain their properties.
The
Mills Act is legislation that gives local jurisdictions the power
to enter into contractual agreements with private property owners
of qualified historic homes. The Mills Act is designed to encourage
the preservation, maintenance, and restoration of designated historic
properties through property tax savings. The Mills Act Agreement
specifies what preservation, maintenance and restoration efforts
will be made by the property owner(s). The Agreement is a legally
binding contract between the City and the historic homeowner with
a minimum term of 10 years. The County Assessor's Office determines
what the "new" assessed value and property tax savings
will be. Property tax savings can be as much as 65%. Visit the San

How to Begin the Historic Preservation/ Mills Act Process
Processing Procedure For Historic Designation:
STEP 1: Determine whether your property meets at least one
of the Local Criteria:
STEP 2: Verify whether your property was included in the
1985 Chula Vista Historic Resources Inventory.
a.) If it was not included the Historic Resources
Inventory an "Inventory Worksheet" must be completed with
your application. To find out if your property is in the Inventory
contact Lynnette Lopez (619) 409-5465 or the Chula Vista Heritage
Museum at (619) 427-8092.
STEP 3: Complete the Application for Historic Designation.
With the completed application you must provide:
- Current Grant Deed
- Photos of the site. (Front, both sides and rear)
- Any further information to help determine historic significance.
- If the site is not included in the 1985 Historic Resources Inventory,
an "Inventory Worksheet" must be completed and submitted
with the application.
You may provide more documentation if available. It is important
to provide as much historical data on the property as possible.

Processing Procedure For The Mills Act:
- To qualify for the Mills Act the property must first be designated
as Historic
- A Historic Property for this purpose is any property that is
recognized and listed on any official federal, state, county,
or city register that the local governing body recognizes.
- To apply for the Mills Act complete the request for the Mills
Act application and submit before August 30th of that year. (Applications are available at the Chula Vista
Planning Department at 276 Fourth Avenue Chula Vista, 91910.)
- Submit the completed application with the following items:
1. Evidence of designation (Local, State, and/or National)
2. Copy of Grant Deed
3. Pictures of the exterior of the property (front, back, and
both sides.)
