The City of Chula Vista’s Redevelopment Agency and Housing Authority were formed in 1972 and 1993, respectively, to turn declining areas of the community around and support affordable housing opportunities for low and moderate income families.  Through a variety of projects and programs, Redevelopment and Housing has facilitated numerous community improvements, stimulated private investment and provided a continuum of affordable housing options.  Together, these activities serve to enhance the quality of life for Chula Vista residents and the City’s economic outlook.

  

  

Management Team

  

City Manager/Executive Director of the Redevelopment AgencyDavid Garcia

David R. Garcia is Chula Vista’s City Manager and the Executive Director of the Redevelopment Agency. His responsibilities include the day-to-day operations of all departments, activities and key projects.

Over the past 25 years, Mr. Garcia has been employed in executive level municipal management in some of the nation’s largest and most progressive communities. During his career in public service, Mr. Garcia has held the following positions: County Administrator of Yuma County, Arizona; City Manager of Corpus Christi, Texas; Deputy City Manager of the City of Phoenix; Deputy Administrator of the City of Los Angeles’ Community Redevelopment Agency; and Special Projects Director for the City of San Antonio.

Mr. Garcia has directed budget preparations and has structured capital improvement programs and general obligation bond campaigns. He also has managed growth in some of the fastest growing communities in the country. He has a Master of Science degree in Community and Regional Planning from the University of Texas and a Bachelor's Degree in Economics and Urban Affairs from St. Mary's University in San Antonio, Texas.

Assistant Director of Redevelopment & HousingEric

Eric Crockett has extensive experience in all aspects of redevelopment.  Prior to joining the City in 2004 he spent eight years in National City as the only redevelopment project manager for the City.  While in National City, Mr. Crockett worked on projects like Education Village, rehabilitation of Morgan and Kimball Senior Towers, the Harbor District Specific Area Plan, the National City Marina, the City's corporation yard, and the acquisition and remediation of contaminated sites located throughout the City.

He has served on the California Redevelopment Associations Statewide Brownfields Committee as co-chair of the education/communication subcommittee for five years. He is responsible for working with the Environmental Protection Agency on education around contaminated property transactions and on amendments to Brownfield legislation.  Mr. Crockett is currently responsible for the leading all redevelopment activities throughout the City of Chula Vista.

Mandy

Redevelopment & Housing Manager

Amanda Mills currently serves as Redevelopment & Housing Manager for the City of Chula Vista. Ms. Mills leads the City's affordable housing and redevelopment efforts, including long-range planning, funding and project implementation.

Before joining the City in 2005, Ms. Mills served 12 years as the Assistant Director of the County of San Diego Department of Housing and Community Development and Housing Coordinator for the City of Encinitas. She has held roles in housing finance, land use planning, and contract and administrative management.  Ms. Mills has been successful in expanding various housing and community development programs ranging from emergency housing to homeownership.  Ms. Mills holds a Master of Public Administration from San Diego State University and a Bachelor of Arts degree in Sociology from the University of California at San Diego.
