Chula Vista resident with over 10 years of experience in the architectural profession including 2 years working for Cal Poly SLO facilities department. Has project management experience working on both ground up shell construction and large corporate workspace interiors starting at the early programming stages and continuing through construction. Board Member, South County Economic Development Council - Public Policy Committee, Workforce Committee.
Paul Desrochers, Retired, Redevelopment field for 40 years
Redevelopment Expert/Financial Planner
Has been involved in the implementation of redevelopment programs from citizen input to completion of major projects. Is versed in state redevelopment law, particularly with regard to redevelopment financing and the sale of tax increment bonds. Believes that the needs of both the developer for expedient processing and the public sector for due diligence are crucial to successful redevelopment practice. Personally understands and values the concepts of public/private partnership and quality development. As past Redevelopment Director in both Chula Vista and National City, knows the dynamics of the South Bay development community.

Over 15 years of experience in urban and community planning working with non-profits, with 12 years experience in the field of affordable housing development, including the first affordable housing project to use affordable housing set-aside funds for development of first-time homebuyer project. Vast experience in redevelopment efforts including community recreation centers, mixed-use, historic preservation and cultural arts centers. Serves on the San Ysidro Community Planning Group since 2001 (Committee Chair from May of 2004 to June of 2009) and the General Services Administration Community Representative Committee for the San Ysidro LPOE Reconfiguration Project since May of 2005.

Chula Vista resident with more than 30 years experience working with city, county, and state agencies to design and build a variety of public works and school construction projects. Extensive management background in directing, staffing, organizing, and planning various public works functions such as traffic, wastewater management, land development, flood control, and design engineering. Extensive experience serving on local boards and commissions. Former Vice Chair of the Chula Vista Elementary School District’s General Obligation Bond Independent Citizens Oversight Committee. Former member of Chula Vista’s Growth Management Oversight Commission, which is responsible for administering the City’s adopted Growth Management Plan and the oversight of 11 quality of life threshold standards.

Over 30 years experience in community development with much of it being in the South County, specifically Chula Vista. Has good working knowledge of area development issues. Current President of the South County Economic Development Commission (SCEDC). Has served as an officer and director on the SCEDC Board for 15 years. Has personal experience with all phases of the development and entitlement process in Chula Vista.

Current Chair of the City of San Diego’s Housing Commission, well-equipped to provide leadership in the arena of affordable housing and construction financing. In current and past management positions at local financial institutions, originated high numbers of single-family and subdivision land and construction loans, created and implemented marketing programs for difficult properties, and conducted comprehensive financial and market analyses.
