Mission Statement
The mission of the Chula Vista Police Department
(CVPD) Special Investigations Unit (SIU) is to gather, analyze and
disseminate proactive criminal intelligence information to support
internal and external law enforcement efforts within the community.
The unit uses all available resources to conduct sensitive investigations
in the areas of intelligence, narcotics, vice, police-regulated
businesses, and public corruption.
Members hold trust, integrity and support as core
values and the foundation for successfully achieving our mission.
TRUST
The foundation for this value is the relationship between our unit,
the Department, and the community. This value is the foundation
in society for maintaining respect for the rule of law, and we will
preserve and strengthen these bonds wherever possible.
INTEGRITY
We will maintain integrity by ensuring that the confidentiality
and proper use of sensitive information is subject to the highest
level of internal and external review.
SUPPORT
By working together with Departmental units, as well as other local,
state and federal law enforcement agencies, we will strengthen our
ability to successfully investigate, arrest and prosecute criminal
offenders operating within our region.
SIU is comprised of one sergeant, eleven investigators, a community
service officer and a civilian intelligence analyst. A significant
number of the SIU investigators are formally assigned to regional
task forces sponsored by the Federal Bureau of Investigation, United
States Customs Service and Drug Enforcement Administration. These
task forces generally focus on major narcotic trafficking organizations,
gangs and computer criminal forensics.
As evidenced by the Mission Statement, the SIU is responsible for
maintaining liaison with the local, state and federal law enforcement
intelligence representatives. The SIU also conducts investigations
related to vice and public corruption.
The SIU is responsible for processing, reviewing and inspecting
all police regulated businesses including:

Holistic Health Practitioners
Massage Technicians
Solicitors or Transient Merchants
Vending Vehicle Inspections
Non-Profit Organizations
Alcohol Beverage Control Applications
Cardrooms
