28-year old Isaac Ballesteros of Lemon Grove was arrested after a 4 hour stand-off with police. Ballesteros is a parolee and was armed with a pistol.
The incident began when a CVPD patrol unit tried to stop the suspect for a traffic violation as he drove in the 400 block of Shasta Street. Ballesteros refused to pull over and proceeded to lead police on a pursuit through Chula Vista.
Patrol personnel chased the parolee's black Ford Crown Victoria over surface streets, then south on Interstate 805. Ballesteros exited at Main Street and doubled back to the north, coming to a stop on Nacion Avenue, near East Moss Street and just west of I-805. Officers surrounded the suspect car with guns drawn, firing four bean bag rounds at the vehicle before taking cover behind their cruisers. The CVPD SWAT team was also called in.
Ballesteros initially ignored commands to disarm himself, saying he would rather die than go back to jail. He used a cell phone to contact police, saying he wanted to talk with family. He also contacted known criminal associates, 8 of whom were subsequently taken into custody and arrested.
Authorities blocked off a stretch of the roadway around the parolee's sedan, from Naples Avenue to East L Street, and sent school-resources officers to nearby Cook and Kellogg elementary schools as a precaution.
After several hours of contacts with the Chula Vista Police Crisis Communications Unit the suspect complied with orders to disarm himself and exit the car with his hands in the air. Officers took him into custody without further incident, after which the SWAT officers searched his vehicle for any other weapons or contraband.
