|Chula Vista’s Mayor and City Council have unanimously approved the appointment of Gary Halbert as the City’s new Director of Planning and Building. Halbert is currently serving as the City of Santee’s Deputy City Manager and Development Services Director. Previously, he was the Director of Development Services for the City of San Diego.
Halbert, a certified planner and licensed engineer, has 28 years of experience in local government. He’s held management positions in city planning, transportation engineering and development services. In Santee, Halbert has been responsible for planning, development review, building inspection, public works and engineering. He began his career working as an engineer in Traffic Operations for the City of San Diego.
As Chula Vista’s Planning and Building Director, Halbert will manage a budget of $9.2 million and oversee a workforce of close to 90 people that includes planners, building inspectors, and code enforcement officers. Halbert is expected to assume his new position as Chula Vista’s Planning Director in late November.
Halbert holds a Bachelor of Science in Systems Science from the University of California at San Diego and a Masters in Public Administration from San Diego State University. At SDSU, he was a recipient of the John Fowler Scholarship and Graduate Student of the Year.
