The details of the Districting Commission are prescribed in City Charter section 300.5. The information on this page is intended to provide a summary of Charter and ordinance requirements.
The Chula Vista Districting Commission has been formed to select and recommend four City Council districts to be used in future City elections. The seven-member commission has been sworn in and will begin a process for holding public meetings, proposing districts, conducting public outreach, and finalizing recommendations to submit to the City Council.
Currently, Chula Vista residents vote for each council candidate citywide. In 2012, voters approved an amendment to the City Charter that City Councilmembers will be elected by geographic district beginning with the 2016 election. Those running for Council must reside in the district they wish to represent and residents will vote only for candidates in their respective district. For example, the Councilmember serving District 1 will reside in District 1 and be elected only by voters who reside in District 1. The Mayor will continue to be elected at-large by all voters in the City.
A consultant will be selected to work with the Districting Commission members and will assist in developing district boundary recommendations and conducting a public outreach process. The members will have several months to complete the task of recommending the boundaries for the four electoral districts.
All commission members live in and are registered to vote in the City of Chula Vista. The seven-member commission is:
Ms. Buencamino-Andrews is a retired analyst from the City Clerk's office, City of San Diego. She served as a Partnership Specialist for 2010 U.S. Census. She has been recognized for exemplary leadership and service to the Filipino American community.
Ms. Chavez is a Communications Consultant with experience in marketing and public outreach in public, private and non-profit sectors. She served as an appointed Chula Vista City Councilmember, Community Relations Director for South Bay Community Services, and is actively involved in several service organizations.
Ms. Goddard is a Land Use/Environmental Planner for the County of San Diego and primarily works in the South County. She has a background in Urban Studies and Planning and Ethnic Studies and also serves on the Casillas Elementary School Site Council.
Dr. John Korey
Dr. Korey is a retired professor of Political Science from Cal Poly Pomona. He has published papers on political and voting trends, civic engagement, and California politics. He has been active in local service organizations and was an instructor for citizenship training classes.
Dr. Reynaldo Monzon
Dr. Monzon is an administrator at San Diego State University. He has been involved in various committees, councils and community based organizations in Chula Vista including the Chula Vista Elementary School District and Sweetwater Union High School District.
Mr. Richter is an administrative associate at Sempra U.S. Gas & Power. He has experience in government affairs and communications. He has been involved in community and civic efforts and served on the City of Chula Vista Charter Review Commission.
Mr. Torres is a former Chairperson of the Redistricting Commission for the Long Beach Community College District and participated in the redistricting of the Council Districts for the City of Long Beach. He is a Senior Management Analyst and Risk Manager for the City of Coronado and has served as an analyst on the city, county, school district and university level.
The first Commission established will recommend a Districting Plan establishing four Council districts for use in the 2016 general municipal election. Future Commissions will recommend a Districting Plan for adjusting the boundaries of the four Council districts within one year of receipt by the City of the final Federal Decennial Census information.
One or more independent consultants will work with the Commission in developing the Districting Plans.
Eligibility to Serve
The Districting Commission will consist of seven members.
- Applicants and Commissioners must be residents and registered voters of the City or territory annexed to the City.
- The following persons are ineligible to apply for and serve:
- The Mayor, a Councilmember, any other elected City official, or a member of the City Charter Review Commission;
- A relative by blood or marriage within the second degree, or any domestic partner within the meaning of California law (including Family Code section 297), of the Mayor, any Councilmember, or any other elected City official;
- A person who, at any time within the four (4) years immediately preceding the date of their application for selection to the Commission, has served as the Mayor, a Councilmember, or an elected City official;
- A current employee of the City or a current employee of any organization representing any employee bargaining unit for employees of the City;
- A person who, at any time within the four (4) years immediately preceding the date of their application for selection to the Commission, has worked as a lobbyist. For purposes of this provision, the term “lobbyist” means a person who, for compensation, has direct communication with a City official, including the Mayor, a Councilmember, or any elected City official, for purposes of influencing a municipal decision;
- A person who is currently an officer in any local political party organization, including, but not limited to, officers of a political party county central committee; and
- A person who, at any time within the four (4) years immediately preceding the date of their application for selection to the Commission, has served as a paid campaign worker or paid campaign or political consultant for an elected City official.
**Please note: Chula Vista Municipal Code section 2.25.030.C prohibits individuals from serving on more than one City board or commission at a time. Current members of a City board or commission are permitted to apply (except Charter Review Commissioners); however, if selected for the Districting Commission, they must resign from their current position in order to serve.
The members of the first Districting Commission will be appointed as soon as practicable, with the goal of having the first members determined by July 2014, and have the City Council approval of the initial Final Districting Plan by June 30, 2015.
The procedure for member appointment is as follows:
- Individuals desiring to serve on the Districting Commission may submit an application to the City Clerk during the application period of March 17 - April 17, 2014 (the period may be extended if fewer than 10 complete applications are received).
- The Charter Review Commission will consider applications at a meeting open to the public to consider the ten most qualified applicants (pursuant to Charter section 300.5.D.1). The Charter Review Commission will consider the applicants':
- Geographic diversity;
- Relevant knowledge and/or demonstrated analytical abilities that would allow the Districting Commission to carry out its responsibilities with a high degree of competence;
- Demonstrated ability to serve impartially in a non-partisan role;
- Experience in the areas of public communication and/or public outreach in the City; and
- Experience in civic and/or volunteer activities in the City.
- In addition, to the extent possible and as permitted by law, the Charter Review Commission shall consider available information which would assist them in creating an applicant pool of men and women who are reflective of the City’s racial and ethnic diversity, in accordance with Charter section 300.5.D.3.a.
- From the pool of ten applicants, four applicants will be selected at random. These individuals will constitute the first four members of the Districting Commission.
- The initial four members of the Districting Commission will then select three additional members, from the remaining six applicants selected by the Charter Review Commission, at a meeting open to the public.
In accordance with Charter section 300.5.J, the Districting Commission will serve until its dissolution the 91st day following approval of a Final Districting Plan.
The Districting Commission will establish its regular meeting day, time, and location by written resolution. Meetings will be held openly and in compliance with the Brown Act.
