About Planning and Building
Gary Halbert joined the City as the Director of Planning and Building in November, 2008. As the head
of the Planning and Building Department, Gary reports to the City
Manager and serves as liaison to the City Council and various regional
boards and commissions.
The department is organized into two divisions:

Tthe Planning Division is jointly managed by Mary Ladiana, Development Planning Manager, and Ed Batchelder, Advance Planning Manager. Major roles and responsibilities of the Planning Division include:
- Amending and updating the City's General Plan
- Administering the City's Zoning Ordinance and Design Review

- Processing plans for new master planned communities
- Processing tentative subdivision maps
- Administering the City's Growth Management Program
- Providing land use and demographic information and forecasts
- Coordinating the City's environmental review process
Building Division more...
Brad Remp, Assistant Director / Building Official, manages the
Building Division. Major roles and responsibilities of the Building
Division include:
- Administering the building plan review process
- Issuing building permits and other related permits
- Providing building inspection services
- Issuing business licenses
- Enforcing building and zoning codes.
