Section 8 Rental Assistance


About the Program

Named after a section of the National Housing Act, this HUD program subsidizes the rents of qualified low-income tenants to affordable levels.  The most common Section 8 assistance today is “tenant-based” and is provided through the Section 8 Certificate and Voucher programs.  For rentals in Chula Vista, Section 8 is administered by the Housing Authority of the County of San Diego.

How the Program Works

Through the Section 8 Rental Voucher Program, the Housing Authority issues a voucher or certificate to an income-qualified household.  The household is responsible for finding a unit to rent. The unit must meet Section 8 Housing Quality Standards.
Under the Section 8 Certificate Program, the certificate may only be used to rent a unit where the landlord agrees to participate in the program and agrees to accept no more than the HUD Fair Market Rent (FMR) for the area.  The amount of Section 8 assistance covers the gap between the applicable FMR and the tenant’s portion of the rent (30% of the tenant’s income). 
Under the Section 8 Voucher Program, the rent may exceed the FMR but must be reasonable compared with similar unassisted units.  The Housing Authority pays the landlord the amount equal to the difference between the Housing Authority determined payment standard (about 80% to 100% of the FMR) and 30% of the tenant’s adjusted income.  The tenant may choose a unit with a higher rent than the FMR and pay the landlord the difference or choose a lower rent unit and keep the difference.
Households may use their assistance outside the boundaries of the Housing Authority that originally assists the household.


Eligible Households

In general, to be eligible for Section 8 housing, a household’s income may not exceed 50% of the area median income (AMI) adjusted for household size.  HUD determines median income levels for each year annually.  Click here for HUD's current area median income limits.
