As part of the City of Chula Vista’s Home Upgrade, Carbon Downgrade program, property-owners are now able to receive low-interest loans in order to make energy-saving improvements at their homes or businesses. Loans may be given for a variety of projects such as wall and attic insulation, water heater upgrades, efficient windows, solar photovoltaic systems, and cool roofing. Loans, which can range between $2,500 and $20,000 and have a maximum payback period of 10 years, are secured through a lien on the participant’s property. All improvements must also be performed by an eligible contractor to help ensure high levels of workmanship and customer satisfaction.
