Energy Conservation Program

The Department of Conservation & Environmental Services and San Diego Gas & Electric (SDG&E) are working to promote energy efficiency in Chula Vista and other South Bay communities through its new Empower Partnership. The Partnership was formed to help residents and local businesses take advantage of incentive programs to lower their energy use and costs.
Residential Component
- Energy Efficiency Displays are exhibited at various City locations to educate residents about programs available to lower energy costs.
- The displays are staffed part-time to answer questions and to distribute FREE energy-efficient Compact Fluorescent Light Bulbs (CFLs).
- FREE Home Energy Assessments are available to residents and provide a brief evaluation of energy use and possible energy-saving opportunities.

Local Business Component
- The program offers qualified businesses FREE Compact Fluorescent Light Bulbs (CFLs) in exchange for less efficient models. CFLs use at least 70% less energy and last 10 times longer than traditional light bulbs.
- Restaurants and food service facilities can receive FREE Pre-Rinse Spray Valves in exchange for less efficient models. The new spray valves reduce hot water use by approximately 50% and can save the typical business up to $1,050 per year in water, energy, and sewer costs.
- FREE Business Energy Assessments are available to provide a brief evaluation of energy use and assistance in applying for other SDG&E incentive programs
