Chula Vista is one of the first two cities in the State to take the legal steps to establish CCA status. The City also completed a study on local utility participation in 2003 and has continued to be a leader in participation before the California Public Utilities Commission process as it waits for the Commission to complete the “Registration Process” and “Implementation Timeline.” Once that is completed the Council will review its options under the final rules governing Community Choice Aggregation.
