Preserving Chula Vista's Quality of Life
City codes and ordinances have been created to protect the health, safety, and quality of life for the citizens of Chula Vista. The mission of the Code Enforcement Division is to provide education of applicable codes and rules and work with citizens to achieve code compliance with City codes and ordinances so Chula Vista will be a more livable city. We investigate reports of most code violations and ensure that the standards required are met. In addition, staff proactively inspects hotels, motels, mobilehome parks and multi-family housing rental units and enforces sign regulations within the City.
The following are issues routinely investigated by Code Enforcement:
- Unsecured swimming pools
- Sewage spills/leaks
- Abandoned refrigerators and other appliances that can entrap children
- Abandoned residential properties
- Home occupations- see Home Occupation Permits for more information
- Auto repair (see CVMC 19.58.260)
- Garage conversions (see CVMC 19.62.190)
- Trash, junk and debris (see CVMC 8.24.060)
- Excessive or unpermitted signage
- Construction without a permit (see Form 4551)
- Abandoned vehicles on private property
- Zoning violations
- Occupied motor homes on private property (see CVMC 19.58.330)
- Parking in the front yard (see CVMC 10.84.020)
- Title 25 Mobilehome Park Inspections
- Multifamily Inspection Program
- Mold or mildew
Not enforced:
- Property line disputes
- Number of people living in a residence
- Abandoned vehicles on public streets (please contact the Chula Vista Police Department)
- Occupied motor homes on public streets (please contact the Chula Vista Police Department)
- Barking dogs, animal waste and other animal complaints (please contact the Chula Vista Animal Care Facility )
- Drainage between properties
- Blocking of private views
- Tree roots and/or overhanging trees on private property
- Leaves from neighbors' trees
- View obstructions
- Odors and dust (please contact the San Diego County Air Pollution Control District at (858) 586-2650)
- Termites (unless evidence of major structural damage exists)
- Lack of a security lock

Report a Violation
If you believe there are code violations in your neighborhood, report the violation and Code Enforcement will investigate, generally within two working days.
