CONSTRUCTION PERMITS

   Minor projects and major projects not requiring improvement plans:

   Major projects requiring improvement plans:

  • Same as for minor projects except requires approved improvement plans instead of construction plans

DRIVEWAY CONSTRUCTION PERMIT REQUIREMENTS

ENCROACHMENT PERMIT

  • Submit letter including a brief description and need for encroachment, an estimate of the cost of the work in the right of way or City easement, owners mailing address and phone number and proof of ownership with legal description
  • Sketch showing work to be done as it relates to the street right of way line, curb line, parkway, etc. Include dimensions.
  • Encroachment permit fees; minor permits approved by City Engineer (fences, garden walls, retaining walls under 5 feet) and major permits requiring Council approval (large retaining walls or monument walls, permanent building structures within street right of way or City easements.

ENCROACHMENT PERMIT PROCEDURE

GRADING PERMIT

LIMITS TO GRADING WITHOUT A PERMIT

SEWER CONNECTION PERMIT

  • Obtain sewer connection fee estimate from Engineering front counter
  • Obtain plumbing permit from the City’s Department of Planning and Building
  • After plumbing permit is issued, Engineering division will notify Public Works sewer crews to install new sewer lateral from sewer main in the street up to the property line
  • Private plumbing contractor will install onsite portion of sewer lateral from the house connection up to the City installed portion at the property line

SPECIAL PARKING PERMIT

  • A parking permit is required for vehicles parking on a residential street where there is an established time limit for parking (please note, this does not apply to metered parking)
  • To be eligible for a parking permits, you must provide proof of residence and vehicle registration at said address
  • Obtain the Special Parking Permit at the City of Chula Vista Development Services Department Counter at Building B, City Hall Complex (no fee for the permit)

TRANSPORTATION PERMITS

UTILITY PERMIT

  • Utility permits are for franchised utility companies only
  • Submit Utility Permit Form to the City’s Engineering Permits section
  • Include detailed exhibit showing location and dimensions of proposed utility work within street right of way
  • Utility permit fee; minor permits will be charged standard permit fee (jobs requiring $10,000 or less for street repair) and major permits will require a inspection deposit based on the total cost of work in the right of way
