City of Chula Vista: Personnel Compensation FY 1997-98 and 2017-18. A Tale of Two Very Different Cities

Presentation will review city employee compensation over the last 20 years and how it has impacted the services the city provides and the quality of living of the city residents, especially in western region. Discuss public employee compensation and how it compares to private sector compensation in California. Review salary increases that occurred from 2002-2010 during the city's rapid development of Otay Ranch, which resulted in some employee bargaining units receiving an increase of 50% in pay. Analyze the impact the Great Recession of 2008 had on City financially and the elimination of 36% of its staff. Detailed review of city employee compensation from 2012-2017 focusing on how Public Safety accounts for the majority of all personnel compensation/costs with Sworn Employees accounting for 44% of all employee compensation/costs but represent only 23% of city employees. Lastly, explain how employee compensation and pensions are interlinked and as salaries have increased the city's unfunded pension liability amount has increased to over $300 million dollars.
