The UDCV represents a new model for higher education—one that would:
Bring multiple higher education institutions in one location to expand careeraligned educational opportunities for regional learners;
Attract new business and jobs to the region and strengthen the binational community; and
Support the long-term economic prosperity of South County and the broader CaliBaja region.
The City and the State of California have launched the South County Higher Education Planning Task Force — a state-authorized effort (AB662 Alvarez). The Task Force is charged with exploring the development of a future-focused university model in South County and will submit recommendations to the California State Legislature by mid-2027.
