Post Date:06/17/2025 10:59 AM

The City of Chula Vista is pleased to announce the appointment of David Graham as the City’s new Economic Development Manager. This strategic hire supports Chula Vista’s continued efforts to drive inclusive economic growth, attract quality investment, and foster a thriving business environment for all.

Critical to this role, Graham brings over 25 years of experience in innovative economic growth, business attraction, and strategic development in both the public and private sector.

“Chula Vista is at a turning point with major transformative projects like the Bayfront redevelopment, Millenia Library, and University Innovation District,” said City Manager Maria V. Kachadoorian. “The addition of David Graham strengthens our team and ensures we are well-positioned to harness opportunities ahead to deliver economic growth across our diverse, vibrant community.”

In this role, Graham will oversee the development of a new economic development strategic plan, drive business attraction and retention strategies, collaborate with regional partners, and lead key initiatives that promote job creation and sustainable development citywide.

“Chula Vista is a vital economic engine for the region and a key part of our cross-border megaregion,” said Graham. “With innovative initiatives underway and a community rich in talent and diversity, I’m excited to join this incredible team to help grow an economy where entrepreneurs, families, and major employers all see Chula Vista as the place to thrive.”

Prior to joining the City, Graham served as Chief Innovation Officer and Director of the Innovation & Economic Department for the City of Carlsbad where he led successful initiatives like the city’s first Economic Development Strategic Plan, a digital transformation and innovation roadmap called Connected Carlsbad, and the city’s business engagement and programs. He previously served as Deputy Chief Operating Officer for the City of San Diego, where he oversaw economic development, planning, development services, redevelopment and community services for the nation’s eighth largest city.
