PROHOUSING DESIGNATION

The City of Chula Vista is pleased to announce that it has received the Prohousing Designation from the California Department of Housing and Community Development (HCD), demonstrating the City’s commitment to accelerate housing production as only the third jurisdiction in San Diego County to have received the designation.  

“This demonstrates our commitment to promoting housing across the age and income spectrum by encouraging infill development, streamlining permitting processes, and supporting affordable housing through thoughtful policy in partnership with our development community,” said Stacey Kurz, Housing and Homeless Services Director. 

The City received recognition for its specific plans, such as the Urban Core Specific Plan, which promotes increased density and efficient land use in targeted infill areas. By implementing a centralized and streamlined permitting process that integrates multiple development services, we have significantly reduced project approval timelines. The city was also commended for its proactive approach to funding critical infrastructure improvements via a voter-approved sales tax (Measure P) reducing development costs, supporting affordable housing projects, and enhancing pedestrian and bicycle connectivity citywide. 

With the Prohousing Designation, the City will receive exclusive access to Prohousing Incentive Program grants and additional points in the scoring of competitive housing, community development, and infrastructure funding programs administered by HCD. 

The Prohousing Designation Program was established in the 2019-20 Budget Act to recognize cities and counties that demonstrate a commitment to enacting proactive policy changes and providing incentives to break down barriers to housing development.
