The City of Chula Vista is pleased to announce the appointment of David Graham as the new Director of Economic Development. In this role, Graham will plan, direct, manage, and oversee the activities and operations of the Economic Development Department, including business attraction, retention, and expansion strategies, as well as implementation of the City’s catalyst economic development projects. He will also assist in developing City policies that strengthen the local economy and provide strategic guidance to the City Manager’s Office.
With more than 25 years of experience in economic growth, business development, and innovation across both public and private sectors, Graham brings a proven record of driving transformative projects that create lasting impact.

Kachadoorian. “With major projects on the horizon, I am confident that David, as the new Director of Economic Development, will support our diverse and vibrant community.”
As Director, Graham will lead the City’s business attraction and retention strategies, oversee development of goals and objectives for the department, and collaborate with regional, binational, and private-sector partners to strengthen Chula Vista’s role as a hub of innovation and economic opportunity.

Prior to joining Chula Vista, Graham served as Chief Innovation Officer and Director of the Innovation & Economic Development Department for the City of Carlsbad, where he led the city’s first Economic Development Strategic Plan, launched “Connected Carlsbad,” a digital transformation and innovation roadmap, and expanded business engagement programs. He also served as Deputy Chief Operating Officer for the City of San Diego, overseeing economic development, planning, redevelopment, and community services for the nation’s eighth largest city.
