HCD LOCAL HOUSING TRUST FUND

The California Department of Housing and Community Development (HCD) has awarded $500,000 to the City of Chula Vista through its Local Housing Trust Fund (LHTF) program. This program provides matching grants to cities for the purpose of increasing the supply of affordable housing to California residents. The funds will be matched with a $500,000 contribution from the City of Chula Vista, which established its local housing trust fund in 2024.

“This award is a testament to staff’s ongoing commitment to securing and leveraging funding to increase the supply of affordable housing in the City of Chula Vista,” said Tiffany Allen, City Manager. “Combined with other available funding, the City will have another $4 million to invest into our community in the new year.”

The total of $1 million in local housing trust funds will be used to construct new affordable housing in Chula Vista. The City will award the funds to a qualifying project proposal through a competitive selection process and may be leveraged with other available City funds. Projects will be selected based on location, developer experience, level of affordability, and other factors. A Notice of Funding Availability (NOFA) is currently out and will close on January 15, 2026 through the City’s procurement portal, Planet Bids.
