Deputy City Attorney II

Karen Rogan has been practicing law for over eight years. She joined the Chula Vista City Attorney’s office as a Deputy City Attorney in December 2011. Before pursuing law, Mrs. Rogan taught high school Government and Economics in Arizona. KarenRogan

Mrs. Rogan’s primary role as a Deputy City Attorney is handling civil litigation involving the City of Chula Vista. Her goal is to resolve disputes in-house to minimize expenditures on outside counsel, and to recover the maximum amount of costs for the City whenever possible. Her practice encompasses a wide array of cases, including excessive force/civil rights, personal injury, land use, construction defect and contractual disputes.

Mrs. Rogan comes to the City of Chula Vista from private practice, where she was a civil litigator in the areas of securities fraud, professional liability, civil rights, and construction defect.
