The Political Reform Act (Gov. Code §§ 81000-91014) requires detailed disclosure of the role of money in California politics. This includes the disclosure of contributions and expenditures in connection with campaigns supporting or opposing local candidates and ballot measures.Campaign disclosure filings are public documents. Any member of the public may inspect and obtain a copy of any statement.
Electronic Campaign Filing System

The Public Access Portal contains financial information provided by candidates and committees. It can answer questions about who is contributing money, who is receiving money and how it is being spent.
Use the Public Access Portal to research campaign contributions and expenditures, review campaign statements filed by candidates and committees.
Campaign disclosure forms filed online beginning in 2016 are available through the portal.
You can view unredacted forms and forms that were not electronically filed, including those filed prior to 2016, by emailing us at email@example.com or visiting the City Clerk's office during normal business hours.
The Filer Access Portal is a web-based, data entry filing system that allows candidates and campaign committees to submit disclosure reports mandated by the City of Chula Vista and California's Political Reform Act to the Electronic Filing System free of charge.
Use the Filer Access Portal to create electronic campaign statements. Before you begin you must have received your Electronic Filing System filer identification number and password. To get a filer identification number and password for your committee, contact the Office of the City Clerk at firstname.lastname@example.org or (619) 691-5041.
