Mobilehome Community Housing Improvement Program (CHIP)

chipThe Community Housing Improvement Program (CHIP) offers loan funds for eligible mobilehome owners to make health and safety related repairs.  Currently, the City offers up to $8,500 in a 0% deferred 5-year forgivable loan.  No monthly payments are required and after the fifth year of occupancy, loans are forgiven.  Eligible applicants must be living in a designated Mobilehome Home Park (MHP) zone and have income below 50% of the area median income.

Western Chula Vista Rehabilitation Program


The Western Rehabilitation Program offers low interest loans to single-family homeowners, below 80% of the area median income, for home improvements and energy efficiency upgrades.  Currently, the City offers a 0% or 3% deferred loan, dependent on income, for up to $25,000.  Priority is given to homes located within targeted "low income" census tracts.

Green Street Housing Improvement Grant Program


The Green Street Grant Program offers a grant for up to $3,000 in energy efficiency upgrades to single-family homeowners, below 80% of the area median income.  Eligible improvements include water heaters, minor electric or plumbing repairs, security doors, leaking faucets, garbage disposals, hood vents, smoke detectors, and/or ADA improvements.

First-Time Homebuyer Program

FTHB_000The City of Chula Vista offers gap financing for first-time low-income homebuyers to purchase eligible properties.  Currently, the City offers a deferred loan with no interest that carries shared equity for the first 15 years.  The gap financing is up to $70,000, with a cap of 30% of the purchase price for properties that do not need rehabilitation assistance.  The gap financing with properties that need rehabilitation, up to $50,000 is available with an additional $10,000 for Health and Safety related improvements and up to $10,000 for energy efficiency improvements.

Mortgage Credit Certificate Program

A Mortgage Credit Certificate (MCC) provides a double bonus. It increases the loan amount you qualify for and it increases your take-home pay.  The MCC entitles you to take a federal income tax credit of fifteen percent (15%) of the annual interest you pay on your home mortgage. Because the MCC reduces your federal income taxes and increases your net earnings, it is a great help in qualifying for your first home mortgage.  But it doesn't stop there. The MCC is registered with the IRS, and it continues to decrease your federal income taxes each year for as long as you live in your home. 

MCC funds are usually awarded to the Agency early in the year and may be depleted within a few months and/or may only be available for targeted "low income" census tracts.
