To apply for a permit online, a Citizen Access user login is required. To create a user login follow these steps:

There are no usage fees to use Citizen Access™.

All fees must be paid for by credit card; VISA, MasterCard, or American Express. Follow these steps on How to Make a Payment.

Don't have a Citizen Access user login? You can still make a payment without logging into Citizen Access.

The City of Chula Vista allows partial submittals with Electronic Plan Review (EPR). This may be different from other cities who require full submittals with EPR.

A partial submittal allows applicants to upload only new, deleted, and/or revised pages within plan sets.

Please note: If a sheet is deleted from the initial submittal, please insert a blank page in its place with the original sheet number in the bottom right corner. This will allow EPR to account for the deleted sheet.

If applicants do not follow page numbering requirements (see link below), EPR's ability to automatically transfer markups may be impacted. This can result in delay of review and/or rejection of your submittal as the pages will no longer be ordered correctly for processing.

Resubmitting a Document:

1. To upload corrected plans and/or supporting documents:
   • Select the "Resubmit" button next to the associated document to pair the versions together for processing

   

2. To upload newly requested supporting documents or additional plan set volumes not originally submitted:
   • Select the "Add" button
     • Example: Corrections Letter Response

Depending on the permit/record type, applicants may need to submit additional forms prior to issuance to be deemed complete and ready to issue. 

Development Services will alert applicants of any actions needed prior to issuance. Applicants will be notified via e-mail once the permit has been issued.

Please submit one plan change, deferral or amendment at a time for processing.

If the permit issued requires a plan change, a deferred submittal or amendment you can submit by clicking on the amendment button next to your permit number.
