In June 2020, the City adopted the TSG to comply with Senate Bill 743, which replaced Level of Service (LOS) with Vehicle Miles Traveled (VMT) as the metric for determining the significance of a project’s transportation impacts under the California Environmental Quality Act (CEQA).
Use the TSG as guidance for evaluating your project’s effects on the roadway network whether through analyzing impacts under CEQA or its effects on local mobility (refer to the Local Mobility Analysis) or both.
The Project Information Form (PIF) facilitates scoping of all Transportation Studies, and may be the extent of the Transportation Study depending on your project’s attributes:
