Meet Engineering's Executive Leaders

Rosina Flores, Assistant Director of Engineering

Assistant Director of Engineering/ Acting City Engineer

Rosina Flores currently serves as the Assistant Director of Engineering for the City of Chula Vista. In this role, she oversees the City’s Design, Land Surveying, and Construction Management divisions. She began her career with the City in 2016 as an Assistant Engineer within the Design section, contributing to the development of various Capital Improvement Projects (CIP). In 2018, she was promoted to Senior Civil Engineer and assumed the role of Project Manager for a significant portion of the City’s CIP design program. In 2023, she advanced to Principal Civil Engineer, where she managed the Design section and Land Surveying teams. She was promoted to her current position as Assistant Director in 2024.

Before joining the City, Flores worked as an Engineering Analyst at Kimley-Horn and Associates, Inc., a private civil engineering firm, where she gained extensive experience in engineering design, particularly in the areas of Water Resources and Land Development. She is a registered Professional Civil Engineer and earned her Bachelor of Science in Civil Engineering from California Polytechnic State University in San Luis Obispo. She is a member of the American Society of Civil Engineers (ASCE) and the American Public Works Association (APWA).

Flores was born in the beautiful Central American country of Belize, however, spent most of her childhood in the San Fernando Valley/Los Angeles area. She moved to the San Diego area shortly after college and currently lives in Chula Vista. 

As a highly accomplished leader within the Department, she utilizes her expertise to drive the continued development of the City’s Engineering Department. Flores is passionate about her work as a public servant and takes great pride in contributing to projects that enhance the City’s infrastructure and improve the quality of life for its residents.

Eddie Flores serves as an Assistant Director of Engineering and City Traffic Engineer in the City of Chula Vista. In this role, he oversees the operations of the Engineering and Capital Projects Department’s Advanced Planning, Wastewater Engineering, Storm Water, and Traffic Engineering Divisions. 

Mr. Flores joined the City of Chula Vista in 2017 as its Principal Traffic Engineer/City Traffic Engineer.  In this position, Mr. Flores oversaw all aspects of traffic engineering including traffic signal and street light maintenance, completion of a new traffic management center, transportation planning, development of the City’s fiber optic network, implementation of adaptive traffic signal systems, retiming of over 300 traffic signals, and permitting for utilities and telecommunications systems in the City.  Prior to his time as Principal Traffic Engineer, he spent 20 years at the City of San Diego where he worked on a variety of transportation infrastructure projects including roadway design, traffic signal operations, deployment of a variety of intelligent transportation systems (ITS) projects, and numerous traffic safety projects.

Mr. Flores is a Fellow at the Institute of Transportation Engineers (ITE), and member of the American Society of Civil Engineers (ASCE), Transportation Research Board (TRB), American Public Works Association (APWA), and Intelligent Transportation Society of California. 

Mr. Flores was born in Chula Vista, where he now resides with his wife and children.  He grew up in South San Diego and attended San Diego State University where he earned Bachelor of Science and Master of Science degrees in Civil Engineering. Mr. Flores brings a problem-solving mindset and a passion for providing excellent municipal systems and services that enrich the life of the residents, businesses, and visitors of the City of Chula Vista.
