Electric Micromobility Vehicles

    Electric bicycles, better known as e-bikes, and other electric micromobility vehicles are a convenient and efficient way to commute, but riding an e-bike is not just like riding a regular bike. Electric micromobility vehicles have a battery-powered motor allowing them to reach higher speeds which means riders need to follow additional safety guidelines.

    The City of Chula Vista, recognized as one of the safest cities in San Diego County, has adopted new regulations in Chula Vista Municipal Code Chapter 10.73 Electric Micromobility Vehicles to ensure everyone rides safely. Whether you’re a driver sharing the road or a rider enjoying your e-bike, understanding the rules is key.

    Chapter 10.73 (Electric Micromobility Vehicles) implements the provisions of Assembly Bill No. 2234 and consolidates existing micromobility vehicle regulations in a single municipal code chapter. It also incorporates certain existing regulations from the California Vehicle Code related to the operation of micromobility vehicles (e.g., establishes a minimum age of 12 years to operate or ride a Class 1 or Class 2 electric bicycle within the City).

    What Is an E-bike?

    An "electric bicycle" or "e-bike" is a bicycle equipped with fully operable pedals and a battery-powered motor that does not exceed 750 watts of power. There are three classifications or types of e-bikes.

    • Class 1: A pedal-assisted only e-bike meaning that the electric motor only engages while the operator/rider is pedaling. These e-bikes do not have a throttle and have a maximum assisted speed of 20 mph.

    • Class 2: Motor assisted when pedaling or by throttle meaning that the electric motor can be engaged at any time with or without the operator/rider pedaling. Maximum motor assisted speed is 20 mph. 

    • Class 3: A pedal-assisted only e-bike meaning that the electric motor only engages while the operator/rider is pedaling. Maximum motor assisted speed is 28 mph. They do not have a throttle, and helmets are required for riders of all ages.

    Motorized Scooters

    The maximum motor speed is 15 MPH. Operators/riders under 18 years old must wear a helmet, and Driver's License/Learner’s Permit is required to operate a motorized scooter.

    eBike Classification Chart

    The City urges residents to follow pre-existing traffic laws and to stay informed about Chula Vista’s new Electric Micromobility Vehicle Ordinance, which sets boundaries for where, how and who may operate these electric rideables within city limits.

    • Age Restrictions: No person under the age of 12 may operate a Class 1 or Class 2 e-bike in Chula Vista. Adults are also prohibited from knowingly allowing children under the age of 12 to operate these e-bikes.

    • Sidewalk Restrictions: Class 1 and Class 2 e-bikes are prohibited on sidewalks in all business districts and in any area where signage restricts use. Class 3 e-bikes and motorized scooters are prohibited on any sidewalk in the city. This measure enhances safety for both pedestrians and riders.
    • Passenger Restrictions: No person under age 18 can transport any passengers on any electric micromobility vehicle.

    • Helmet Requirements: Helmets are required for operators/riders under the age of 18 while on Class 1 and Class 2 e-bikes and motorized scooters. All ages must wear a helmet while operating a Class 3 e-bike.

    • Motorized Scooter Restrictions: Motorized scooters are prohibited on all sidewalks citywide and may not be operated on roadways where the posted speed limit exceeds 40 miles per hour.

    Education and Enforcement

    The City is initially prioritizing e-bike safety education and warnings. Enforcement will begin Dec. 3, 2025. Fines will be imposed: $50 for the first offense, $100 for the second, and up to $250 for subsequent offenses. Individuals with three or more infractions may be permanently banned from using City-owned facilities. The City may also seize and store any electric micromobility vehicle found in violation, with the owner responsible for storage fees. Minors' vehicles may be impounded and the parent or guardian notified.
