In July 2025, the City of Chula Vista launched the Pilot Shallow Rental Subsidy Program (SRSP) to support housing stability and promote aging in place for low-income older adults who are severely rent burdened. This program was designed specifically for Chula Vista residents aged 55 and older who are at risk of displacement due to rising housing costs.
Due to the overwhelming response and limited program funding, the program’s waitlist is currently closed, and we are not accepting additional applications or waitlist requests at this time.
The City received a high volume of inquiries and has reached the maximum capacity for the current funding cycle. If additional funding opportunities become available in the future, the City will reopen the waitlist and provide updates on this webpage.

The City of Chula Vista is inviting residents aged 55 and older to participate in the Age in Place Chula Vista - Housing Affordability Survey (click hyperlink), an important effort to better understand the housing needs, challenges and resources that help older adults remain stable and thrive in their communities.
This survey will help inform future housing stability initiatives, program design and funding decisions focused on aging in place and homelessness prevention. The effort also supports the broader goals of Healthy & Age-Friendly Chula Vista by centering older adult voices in housing policy and planning.
The survey will be open from February 2 through March 8 to ensure broad participation. It is anonymous, takes approximately 8 to 10 minutes to complete, and is available both online and on paper by request. Chula Vista residents aged 55 and older are encouraged to take part.
