The Human Resources Department develops and manages the delivery of human resources services and programs including: recruitment and selection; classification and compensation; risk management; health and safety; training and development; collective bargaining and labor-management relations; records automated support; conflict resolution and employee counseling on human resources related matters; and volunteer services. Additionally, Human Resources serves as a staff liaison to the Civil Service Commission. 

The Human Resources Department is organized into four divisions:

  • Human Resources Administration
  • Human Resources Operations (Recruitment and Selection, Classification and Compensation)
  • Benefits
  • Risk Management (Disability Management and Safety)

The Department's mission is to provide superior services to employees, departments and the public; to ensure an informed, quality work force and community, while treating everyone with fairness, dignity and respect.

Courtney Chase                                                                                                                                                       

Courtney Chase was appointed as the Director of Human Resources for the City of Chula Vista on March 20, 2015.  In this capacity, Ms. Chase is responsible for overseeing 16 staff members responsible for carrying out various human resources functions including recruitment and selection, classification and compensation, employee benefits administration, risk management (safety and disability), employee relations, and training.

Ms. Chase has over twelve years of experience in public sector human resources.  She began her career in human resources as a Human Resources Analyst with the County of San Diego.  During her time with the County, she held various positions including Senior Departmental Personnel Officer and Labor Relations Officer.  She most recently served as Human Resources Manager for the cities of Coronado and Encinitas where she was responsible for directing, managing, supervising and coordinating the activities and operations of the Human Resources Department including recruitment, selection, classification, compensation, employee benefits administration, employee relations, and training.

Ms. Chase holds an MBA in Management and Finance from San Diego State University, a Bachelor’s degree in Political Science with a minor in Economics from University of California, San Diego and is an IPMA-HR Certified Professional (IPMA-CP).   She participates in a number of professional organizations including International Public Management Association for Human Resources (IPMA-HR), California Public Employees Labor Relations Association (CALPELRA), and City County Personnel Association of San Diego (CCPA).
