Iracsema Quilantan, Director of Public Works
Iracsema Quilantan “IQ” leads a diverse team of over 130 employees including managers, technicians, finance professionals and a broad array of trade workers responsible for maintaining the City’s infrastructure while preserving its natural environment. The Public Works department delivers a vast array of services to the citizens of Chula Vista that include street repair, wastewater, storm water, fleet service, facility maintenance, urban forestry and open space maintenance. The City of Chula Vista covers approximately 60 square miles with a population of over 260 thousand residents.
Mrs. Quilantan is currently focusing efforts on service delivery to the community and towards fully implementing the City’s Asset Management Program (AMP). The AMP is a comprehensive, systematic approach to inventory and to assess the condition of all of the City’s infrastructure elements. The AMP is supported by Measure P funding. Measure P is a ten year half cent sales tax increase that was approved by the community in November of 2016 to address deferred maintenance and capital replacement. An estimated $170M will be generated over the next 10 years to fund AMP related projects. The major city facility related projects that have been prioritized for completion under Mrs. Quilantan’s direction include:
- Renovation of aging City Facilities including: Roofs, Lighting and HVAC systems
- Installation of Smart Irrigation Systems at Park Facilities for water conservation
- Replacement of sports fields/courts, playgrounds and resilient play surfaces at City Parks
- Installation of Energy Efficiency measures including solar and LED lighting at City facilities
- Repair of park pathways and parking lots to ensure ADA compliance
- Installation of electric vehicle charging stations at various City facilities
The successful completion of these projects will enhance the stewardship at all City facilities.
Mrs. Quilantan was appointed Director of Public Works in July 2018; the first woman to serve as Public Works Director in the City’s history. She joined the City of Chula Vista in 1986. During her 32 year city career, she has served in several senior management positions that have included: Deputy Director of General Services, Assistant Director of Engineering, Assistant Director of Public Works and Administrative Services Manager for the Police and Fire Departments. Mrs. Quilantan is recognized for her leadership at the local level by partnering with community groups to improve City facilities. She is committed to process improvement for the betterment of service delivery and customer service. She loves her job because it enables her to connect with the community working to enhance the quality of life of the citizens.
Mrs. Quilantan holds a Bachelors and a Masters Degree in Public Administration from San Diego State University. Her professional affiliations include memberships in the American Public Works Association (APWA) and Maintenance Superintendent Association (MSA). She has also served two terms as President of the Chula Vista chapter of Altrusa International Service Organization and is a member of the Friends of the Library. Altrusa is a service club dedicated to promoting literacy. Mrs. Quilantan and her family are 28 year residents of Chula Vista.
