City of Chula Vista Best Management Practices (BMP) Design Manual
The City of Chula Vista BMP Design Manual (December 2015) addresses onsite post-construction storm water requirements for Standard Projects and Priority Development Projects (PDPs) and provides procedures for planning, preliminary design, selection, and design of permanent storm water BMPs based on the performance standards required by the Municipal Storm Water Permit for the San Diego Region [Order No. R9-2013-0001 as amended by R9-2015-0001 and R9-2015-0100]. The Manual, Appendices, and related Forms can be found in Documents and Reports.
The updated requirements in the BMP Design Manual are effective February 16, 2016 and replace the City of Chula Vista Storm Water Manual (January 2011). Any development project that does not obtain Prior Lawful Approval before the new requirements go into effect must update its design to comply with the new requirements.
State Construction General Permit
Construction projects of one acre or more are regulated under the State Construction General Permit. Developers are required to submit a Notice of Intent and prepare a Storm Water Pollution Prevention Plan. Construction sites less than one acre are regulated by the construction component of the Municipal Storm Water Permit and are required to implement BMPs. City of Chula Vista Storm Water Management staff regularly inspect construction sites and provide storm water BMP education and enforcement, if necessary.
