Requirements for Self-Hauling

Under Senate Bill 1383 (SB 1383) regulations, residents and businesses that self-haul their own materials must comply with specific requirements. Self-haulers must do the following: 

  • Must separate out solid waste, recyclables, and organics on-site.
  • Haul the separated materials to a permitted solid waste facility operation.
  • Provide the address & city of waste origin.
  • Businesses that self-haul must keep record of delivery to the facility or facilities where the materials were taken.

Transportation of Solid Waste to Solid Waste Disposal Sites (Cover Your Load)

Solid waste conveyed to any solid waste disposal site within the city, whether a landfill, transfer station, bailing station, or recycling facility, must be securely covered.  Securely covered is defined as a load that is securely covered and fastened to the transport vehicle in such a manner that the waste shall not, and cannot, be strewn upon the streets, roads and highways within the City of Chula Vista.  Unsecured loads, including bagged waste, must be secured to the transport vehicle with a separate lid, tarp, or other means ensuring materials cannot blow or travel out of the car, truck, trailer, or any other means of transport.

 

Record-keeping Requirements for Commercial Self-Hauling

Self-haulers must keep a record of the amount of solid waste, recyclables, and organic waste delivered to each solid waste facility. Self-haulers are subject to inspection by the City of Chula Vista and/or the State of California. Records that may be requested as part of an inspection include:

  • Delivery receipts and weight tickets from the facility accepting the waste.
  • The amount of material in cubic yards or tons delivered to each permitted facility.

 CalRecycle developed the Recordkeeping Tool for Self-Haulers to assist self-haulers in meeting the recordkeeping requirements.

 

Landfill and Yard Waste Passes 

Included with residential trash service.

Collection cart service customers in good standing can get two landfill passes and two yard waste passes per year to the Otay Landfill. You may request passes from Republic Services to be mailed to your home by calling 619-482-4024 or you can pick them up in person at their office located at 891 Energy Way, Chula Vista CA 91911.

 
Office hours: Monday to Friday 8am - 5pm, Saturdays 8am - 12pm. Passes are good for 90 days from the date they're issued to you.

  • Recycle: Please load your vehicle to keep the following materials separated for recycling: concrete/asphalt, metals, appliances, clean wood and yard waste.
  • Load Limits: Each pass may be used for a maximum material weight of 1 ton. Loads over 1 ton will be charged at current landfill rates.
  • Secure Loads: Please be careful to secure all materials in your vehicle before transporting. Use a tarp, rope or other means to ensure that no material is lost in transit.
  • Safety:  Hardhats are required for access to the landfill. If you do not have a hardhat, they are available for purchase at the landfill booth. Hardhats are not required to access the convenience center.
